You just farm. Hope you didnt pick a champ who cant wave clear, or who can farm well under turret. I've actually beat the last 3 I've faced, and I faced them in different roles. I faced one as Nasus top, and one as Ziggs mid. The first thing is to not waste your precious mana on his turrets. Just keep clearing the waves/farming. Just ignor him until you can either kill him, or until you can clear the waves without worry.
I know on the nasus top game, I finally got to a point I could just run past his turrets and kill him. I just farmed under my turret, ignored him, and finally got tanky enough/had enough damage to just wither him and kill him.
On ziggs, I got enough regen and stuff to farm the waves. You only get into trouble, IMO, when you try to kill him or you try to kill his turrets. If you just focus on farming, you can generally out-farm him hardcore, esp. in low elo, because they suck at farming and are focused primarily on pushing and killing you.
Like on Ziggs, I just Q'd the caster minions until they died, and then auto'd down the melee minions. It was only tough until my first back and I got some regen. After that, he was kind of useless. He couldn't take my tower, he couldn't kill me, and he couldn't push me out of lane. I ended up taking his turret first.
Same when I faced him top. I just farmed under my turret, stacked my Q, and outscaled him.
Bottom line is you just have ot take what you can get. No point in trying to kill him. Just take the farm, ignore the turrets. Just because you are pushed to your turret doesnt mean you are losing the lane. You might even be up in CS, but you FEEL like you are losing because of pressure, but thats just how that stupid champ works.

Malz and Syndra can actually fight him. An odd pick that makes him dislike life is Caitlyn but your team will likely sheep mode engage.
