Which Hydra to build?

When I'm on Sion, the item page recommends I build Ravenous, even though when looking at Titanic, it seems like it's itemized better. So if I'm on a tank, should I always get the tanky one, or the opposite? If I were on Fiora, should I go a bit tanky and use Titanic?
