How do I play Viktor well? As in get fed enough to do high bursts in teamfights?

I'm still learning Viktor myself, so I can only give basic advice.

In lane, you don't have much kill potential pre-6 unless they eat lasers for breakfast and over stay a lot. The base dmg isn't super high, so they can just walk away alive most of the time. Pretty much, you wear them down with lasers and Q's. At level 6, you bait them into a good W, then RQE and they die Ignite if needed (but it shouldn't be).

Past level 6, bot lane is like free candy for you. WR melts them, and you can use your E to hit them even when they're under turret.

Getting the laser augment early on is really nice since it gives a huge spike in your harass damge, but the other two can wait until mid/late game. Ideal build Dealth Cap, Void Staff, Rylias, Lichbane, Magic Pen boots (hexcore takes up one item slot), not necessarily built in that order. You can sub out an item for Zhonyas. I personally don't prefer Zhonya's over Lichbane because I rely on my ult/E to nuke people in fights rather than using my Q for dmg, but lichbane Q is just as silly strong as raw dmg. It's up to your personal preference.

You can start whatever, probably Q, but you always max E.

I've played quite a bit of viktor and I would say that he works best with strong initiation to compliment his W and incredible aoe damage. W is the spell that you use right after something like a malphite or leona ult. This makes it easy to set up for your E and R. Your q is best used to kill the squishies and it is brutally efficient at it with your lich bane. Laning is safe provided that you ward. The W should only be used to prevent ganks and all ins. Follow up with e q aa if you land it, as well as your ult post 6. My build goes augment 1 in to death ray. Then go with a sheen and boots one. If you get fed go deathcap and the lich bane. If you are behind, go with a lich bane in to seeker. If you need MR go for athenes or abyssal. Typical build goes for me at least: augment 1 death ray sheen deathcap seekers lich bane Zhonya sorcs and then an Mr item. Get boots one and the other augments whenever you have the gold, preferably earlier.

Skills: Q is used for the aa and movespeed. You can q a creep and aa the enemy to trade. W use it to prevent ganks and all ins. I wouldn't use it to trade because of its high cd and low range. E is a powerful zone control and damage/poke spell. R is a another strong aoe spell capable of wrecking teamfights.

You need to learn pre-aiming, which is planning out where the enemies next step is so your laser can land on them. Once you've upgraded your Hextech, get the laser ray upgrade. From there, upgrade your Q and then Gravity field last.

Hextech core = Rabadon's except without the passive ability on it but with upgrades on skill.

I usually prioritize Death Ray and upgrading my Core, augmenting Laser, Stasis, Q in that order.The heavy damage from Q is from the AA followup .

I like to start Vik with item 2041

I usually go for maxed E first, then Q, picking up W at 5th. My all in is generally W-R-Q-AA-E, and that usually settles it.

The biggest skill with Vik I find is learning to hit the Ray from unsuspected angles. Once you have that down, and the aforementioned skill at predicting movement vectors.. then you're getting the Machine Herald where he's good.

Gods help them if they're in a tight knot - and hey, what does aug'ed W do but PUT them in one?

And spam Laugh frequently.
