DONT ATTACK HIM. Don't ignore minions, I've seen to many people try to fight in minion waves and get completely destroyed.

But mostly shame on you for allowing him to accrue more than three waves of minions against your lane, right?
Proper lane and roam management is important for both maintaining individual lane health and keeping the enemy laner from farming until the cows come home. Don't neglect it!
