To be honest - those aren't very good rune pages at all. Mostly because you only start with 2 (and they cost 6,3k each if you want more) and the variety of runes you want to buy will sink a lot of IP. But also because you use not efficient runes, for example the Mana marks. For a quick comparison:
Greater Mana Mark: +5,91 Mana each (410 IP)
Greater Mana Seal: +6,89 Mana each (410 IP)
Greater Mana Glyph: +11,25 Mana each (410 IP)
It's easy to see that Mana glyphs outclass the seals and marks quite significantly. It's true for most stat types. Generally it goes like this:
Marks: Penetrations, Physical Stats (AD, AS etc)
Seals: Health, Health Regen, Armor
Glyphs: Magical Stats (AP, CDR etc), Magic Resist
Quints: Everything
You shouldn't try to build rune pages with unefficient runes until you already know what you are doing.
I would suggest that you use those 2 rune pages as your first ones:
1: AD Rune Page
Marks: Greater Mark of Attack Damage (+0,95 AD) x9
Seals: Greater Seal of Health (+8 Health)
Greater Seal of Armor (+1 Armor)
Greater Seal of Scaling Armor (+3 Armor at level 18)
Using any combination of those will work (so you can go 9x one of those or mix it at will)
Glyps: Greater Glyph of Magic Resist (1,34 Magic Resist)
Greater Glyph of Scaling Magic Resist (+3 Magic Resist at level 18)
Again - you can use 9x of either or mix it up at will.
Quints: Greater Quintessence of Attack Damage (+2,25 AD) x3
2: AP Rune Page
Marks: Greater Mark of Magic Penetration (+0,87 Magic Penetration) x9
Seals: Reuse the exact ones as your 1st rune page to minimize cost.
Glyphs: You can either reuse the ones from your 1st rune page or get a few (or even all 9 if you feel brave) of
Grater Glyph of Ability Power (+1,19 Ability Power)
Quints: Greater Quintessence of Ability Power (+4,95 Ability Power)
Generally, if you reuse Seals and Glyphs, those 2 rune pages will cost you 15 375 - 20 910 IP, depending on what seals you will buy. If you want AP glyphs you will have to add additional 3690 IP.
