A noobish question

I have been playing for a year now but I still don't know this thing that I'm sure a lot of people know about: How do you select and upgrade an ability when you level without clicking on the gold plus symbol? I have seen lots of players do this on streams, I'm sure it will save me lots of time during fights. Can you tell me? Thanks.
