Targon's is a better item since you can get the bonus gold from your Q when you execute minions. And the HP and shield are much more valuable than AP and a Slow since you have plenty of slows with your ult and passive or even an iceborn gauntlet.

item 3097 is a much better choice. Allows him to grab CS that would otherwise be out of his zone of control, since his Q counts as a melee attack and will execute and synergizes with the gold generation on his Q. Also provides useful heal, and his unexpected durability will be very useful in combination with his permaslow.
