This is a report I just wrote for an individual I was placed with in a team builder game.
"1) Queued up as bot lane marksman but went straight to top lane. 2) Did not say a word all game. 3) Has offensive name. 4) left the game."

No. You can always communicate with pings. Otherwise, people with a chat ban could get reported every single game and be in a death cycle of report-chat ban-report-chat ban.

Some people have chat bans or just can't type fast enough in the middle of action. There's multiple ways to communicate, you don't have to necessarily use all of them.
But if you don't communicate at all, don't use pings, don't even read the chat when your teammates are trying to say something, and ignore their pings, then that's refusal to communicate.

Goes to show my theory is right that Riot is to blame for so much of the whinyness of the community since they enable people to be passive aggressive with "he has an offensive name and since we lost REPORT!" or "they didn't talk all game, but we lost so REPORT" etc etc.
I am not disagreeing so much as saying it is a thing....though it really shouldn't be.
Why is there even a report for "unskilled player"? So many options there that shouldn't be there.

Yes, I KNOW that refusing to report IS in the list of reportable offense. My point was that there are other ways to COMMUNICATE besides chat ie pings. Again, I often say little to nothing but I DONT get reported.
Unskilled player is to help Riot tweak their matchmaking. No one gets banned for that.

A negative attitude doesn't have to be directed at other people and neither does offensive language; however, verbal abuse does. You're trying to generalize too much. Also, you can have a negative attitude, but not use offensive language.
