all of shen's things scale with ap i see you trying to deal damage but shen is meant to be a tank try replacing frozen mallet with warmog armor and black cleaver or zeke's herald with a spirit visage

If you want damage with Shen you could usually try building a item 3153 BotRK as Shen scales decently with attack speed as it gives him more use of his passive (his passive is reduced by auto attacks) and since Shen usually don't deal that much damage the % of current health per hit is more valuable (as you are more likely to get in more hits before they get low) I have also heard that Trinity item 3078 can be a good damage item on Shen while it might be a good damage item I think it might be a tad bit expensive and might delay your defense a bit too much

And health is usually a good idea as it gives Shen more damage (with his passive) and he heals more if he hits targets marked with his Q

You should probably try to get some MR (if the enemy have an AP champion that is) you could build something like Bansheeitem 3102 or spirit visage item 3065 or locket (a more team oriented mr item) item 3190

Ninja Tabi - Situation boots. Usually get Merc Treads as Tenacity is huge on a brawler/tank. Ninja Tabi only if opposing team is AD heavy or blatantly lacks CC.

Sunfire - Core if you want to be able to clear minions at any decent rate. This should stay.

Zekes - Mehhh, Zekes is a weird item to begin with. The stats provided are all over the place. I'd say priority stats on Shen are HP, Armor, and MR with soft priority on AP, CDR, and Attack Speed. The Lifesteal given with this item is completely overshadowed by your Q, AD from aura is ok (not good but not bad), good amount of CDR (but it's a soft stat), and an OK amount of HP. So overall meh, you can find a better item here.

Omen - Is this even a question? Definitely a strong item on Shen but competes with Sunfire for priority. Ideally get both, just depends on situation of which to get first.

Black Cleaver - I feel that this has no place on Shen. Most of his damage comes from Q and Passive, both of which are magic damage. The AD may help with last hitting in laning (which means it would have to be rushed), but that is what Sunfire would be for. CDR ok, but overall this can be a much more beneficial item.

Frozen Mallet - This would be great when you actually complete the item... but that's if you ever get there. The problem with Frozen Mallet is the absolutely terrible build path. While the basic items are ok in themselves, you're really paying opportunity costs in more beneficial items that you could have built in the mean time. While this is a good item in itself, the amount of opportunity you will lose getting to that point is really hard to justify.

Items to look into:

Spirit Visage: HP, MR, HP regen, enhanced healing, soft CDR for ulti. Everything you can ever want.

Banshee Vale: Similar to Spirit Visage, you would be sacrificing some regeneration potential for a spell shield (to more reliably initiate with taunt)

Solari: HP, MR (for everyone!), some hp regen, and CDR. PLus an active shield. Not as much as Spirit Visage or Banshee, but applies MR to teammates. More team oriented if the enemy team is packing strong AOE.

Tri Force: This item makes Shen's already dueling potential even stronger. While that's good in itself, I'm not crazy about it as it's never the reason I would take Shen. Though he is strong at dueling, his true role to me is disruption through taunting and dealing a good amount of damage because he is so hard to kill and just keeps hitting you. That's the key to me, you deal damage because you are hard to kill, not because you deal damage in the first place. Thus I prefer to invest in defensive stats.

BOTRK: Similar to Tri Force. I acknowledge that it does give stronger dueling potential, but I still prefer to prioritize defensive stats.

Thornmail: it's OK on Shen to me. While the passive damage reflect and sheer armor it gives is great, Shen scales really well with HP which this does not give. Would consider against luxury item against auto attack heavy teams.

Warmong: HP. Shen loves HP.

PS: I wouldn't recommend investing heavily into AP. Yes he does have AP ratios, but things he does most often (Q and passive) both scale of HP.
