Hold on... What exactly are you supposed to do with Masteries for Ryze?

After Ryze's rework, I've started to become interested in trying him out. Problem is people don't really have guides out for him yet, and I admit that he could probably use a buff or two considering how people feel about him right now, but this thread isn't about that.

Looking around for the most recent guides anyway, I learned something unusual. It seems like Ryze players generally do not take 21 points in Offense.

I've heard about several different setups, 15/0/15 or 0/14/16 for example. But I was always under the impression that Ryze was... a damage-dealer. A tanky mage, yeah, but still a damage-dealer. Do you really not need the mastery point in Havoc on him, and neither Executioner nor Devastating Strikes will help you enough?

I get that Ryze doesn't scale well from AP and therefore, because you have to put points into either Attack Damage or Ability Power masteries, you're sort of wasting a few as a result.

I'm also wondering about Spell Weaving/Blade Weaving. Seems like one or both would help your lane trades, but people don't seem to use them on him.

I'm just hoping anyone playing Ryze right now can clear things up.

You can really go any masteries you want on Ryze, though I wouldn't recommend going 21 offense (since he builds less AP) or 0 defense (since 9 points in that tree gets you so much). I don't think spell/blade weaving would be that good on Ryze since he shouldn't be autoattacking during his passive, and when harassing, you generally want to autoattack last after casting your spells so you can run and drop minion aggro sooner.

It seems like he's become full AP or AP bruiser more than an AP tank with high damage.

Getting a free 30% CDR from his ulti passive really killed a lot of his tanky item picks.

RoA and Tear are still good on him. But that's about as much mana as you're going to build without wasting gold on stats you wont use.

Depends a bit ho0w you play, Ryze is really great as an anti push mage now.

If you have some enemy minions you can oneshot almost anything with ER. And your combo dishes out a huge amount of dps in either case. You don't really need the points in Offence.

I currently run 0/19/11 with defensive Runes and offensive Items.

I like building Ryze more mage like than tank like after the changes, so I currently feel the most optimized masteries are 11-0-19, taking AP, CDR, and executioner in offense, and every mana related mastery in utility (the health regen based on max mana is really strong on him), making sure you get the points for CDR near the top of the tree so you go into the match with 10% CDR (that way you cap out at level 16 without having to waste a slot on a CDR item). I then build mage like in game, going tear-RoA-boots-Void staff/Rabbadon's-Lichbane/Luden's/Zhonya's-Seraph's-Rabbadon's/Void staff most of the time.
