Severe misconduct and how it works with Champion Select; can it be reported, exactly?

If this happened in in-game chat I wouldn't be bringing this question here; I know the proper (and I guess only) thing to do is to report them through the normal channels, the post-game screen. But this happened in Champ Select, so I'm not sure if I should open a ticket as well.

During CS, someone tells someone else to "please kill themselves irl". Now, I reported this person at the post-game, but I was always under the impression that those reports only document in-game chat, while CS is a different matter and won't be a factor in the report.

I have a screencap of this, and I'm just checking if there's some other channel to submit it in. Though I assume the only thing I can do is hope for the best outcome from the post-game report.
