Should I get full runes before playing ranked?
I am about to hit 30 and just started 2 rune pages. I am really hyped for ranked, but if I dont have runes, does that mean I cant use my champions to their full potential?

Master the game before you do ranked. It's not that you can't handle it, but jumping in early versus waiting to get experience could be the difference between being placed bronze 3 and gold 5. Don't rush it. Also watch streams/lcs.

and best not to play ranked immediately, master some champs, get champs for all the roles and then play ranked

Should I get full runes before playing ranked? It's unclear what you mean by "full runes", so I don't know what to tell you. (but the answer is probably "Yes.")
Ranked games are just like normal draft games. The difference is that the result are recorded and you are given a "League" and "Division" so that you can use it to compare your progress to yourself. Ranked means a lot to you, it looks like Yeah, It won't decide where you end months from now, but why start with a disadvantage?
"if I dont have runes, does that mean I cant use my champions to their full potential?" That's not what runes are. Runes provide small statistical bonuses to your champion that make slight but noticeable differences. You hit a little harder, take a little less damage, or whatever as appropriate.
P.S.: I looked at your Rune page to try to figure out what you even meant. Don't use IP on those Scaling AD Marks, at least not at first. I'ld get the Flat AD Marks instead.

According to my normal teammate, no. You shouldn't have any runes and should have a total of 0 games on the champ that you are playing in ranked.
You should have every champ and every rune first.

Also get comfortable on a few champs for each role.
