You should buy only Armor Pen on AD casters.

All AD casters have % based or other form of heavy hitting damage/resetting spells that allow them to build only armor pen and destroy everything because of the way penetration works right now and the fact that armor pen items give a good amount of AD as well.

Add a Hydra or BRK to the mix and congratulations, you can now build and carry with any AD Caster in this game currently!

Exceptions: AD casters that have a ton of true damage or magic damage ratios can get away with building Triforce, BRK, and go full tank, ignoring the armor penetration because you can't actually itemize against them.

Riven buys Hydra-->Brut-->Muu's for mobility + lw for pen. That's 1 pen item.

Jayce buys tear-->brut to make up for lack of damage-->lw for pen.

In each case, they only buy 1 item for pen.

Youmuu's is a penetration item, but that isn't why Jayce and Riven buys it. Jayce buys brutalizer for the CD and the makeup for damage due to the lack of it buying tear. Nobody buys Youmuu's on jayce, it's such a bad item on him.

Jayce and Riven only buy 1 item that they want to use primarily for penetration, which is whisper.

It's understanding the basics of itemization that provide the fundamental knowledge to assess builds, if you did the math you would understand that flat penetration < flat damage and full penetration < mostly damage and some penetration.
