Half Baked Build: Support Karthus Budget Build

So this is a Support Karthus build with a budget of about 13k(including pots and wards) that ideally would be finished somewhere around the 30 min mark. It's focus is on CD and Mana regen with high mobility and cheap AP and pen. With Support Karthus I focus on the Q and W for heavy poke, zone control, and CC. I don't really get defile till level 10. The global ult can help secure kills and cause huge team wide burst especially late game. The Defile plus Morrellonomicon for late game helps to counter healing and high regen champs.
