Since Singed's Fling now does a % of the target's maximum health, you'd think he'd be jungle-capable. But I have to wonder what a good setup would be, and whether or not it'd be worth it.
Any ideas?
BTW, to make Singed TRULY jungle-capable, something has to be done about Fling's mana cost when used on jungle monsters. Maybe something like "Fling refunds half of its mana cost if used on a jungle monster" or something like that.
I agree about the refund when used on monsters.

Normally you want to start Gromp and Q, toggle the poison off and on whenever you see the poison effect over the monsters disappear so you don't waste too much mana.
Normal route is Gromp > blue > wolves > red > either gank or finish clear and back to smite upgrade.
When ganking, toss your W slow in front of them but still touching them, then when they flash or run away just fling them into the goo for a free kill. Be sure to have your Q on for the extra damage. I would recommend taking flash unless you are adept at singed, then take ghost.
