Any champ that has a similar kit counters him. Truly its the skill of the player not the champion

counters garen by out sustaining him in combat, out DPSing him in a fight, and stealing all the stats that Garen stacks (AD, health, and resists). He is literally designed to counter AD fighters, and does especially well against immobile ones since he can kite them and stick to them better than they can to him.

You have to play aggressive to keep his passive from turning on, but his E>W>Q>E trade combo is really good at chunking Garen out while keeping his sustain up. I don't know too many of the finer details of the matchup since I haven't played Renekton in a while, but I know it has always worked pretty well.

is also good against Garen because he can bully really well and has good sustain. You use him a lot like Trundle in this matchup. The only issue is that Olaf likes to play at low health which is potentially very risky against someone with an execute ability.
