pick heavy ap champ. for ss take flash/ignite. exhaust is for scrubs. peel? nah you dont worry about that. or heals. only noobs use thresh, nami, sona etc.
next you build all dmg. and 1 support item, pref sightstone, but you can go with anyone you want. final build should look like this.
Thresh + SS + Exhaust = noob

this sounds soemthign works to gold at most.
people act like buying ss is a hard rule for a suport like something that should always be rushed
i agree that a sighststone i is a verry usefull item and should be rushed most of the time how ever at lower elo where people do not ward it should not be your priority
if you notice no one on the other team is buying wards or upgrading his trinket/buying a ss you should not buy a ss instead buy some lose wards and a pink
all a sightstone really is, is an item that allows you to buy 
but if the enemy team is not warding, or stealth units/teemo you do not need a sweeper and buying a few lose wards and later upgrading trinket into stealth vision is waaaay more gold efficent
and allows you to have 1 extra suport/tank/damage item
