Finally climbing, need help

I'm finally climbing but feeling a little clamped between B1 and S5. Main problem I seem to be facing is that during the B1 promos my team is comprised of players ranked highly who have very few ranked games with very low winrates vs much more experienced players who have similar games played and stats as myself. It seems like the system wants me to carry 2-3 new players past 5 guys who are my skill level?

Even when my inexperienced teammates are mechanically incredible (rare but does happen) they often do not acquire objectives or listen to pings. Is there a good way through this clamp? Perhaps I could phrase a comment in champ select like "we could use a designated shotcaller to ping and remind the team of objectives. I notice many of you are fairly new to ranked, would anyone mind if I took that responsibility or would someone else prefer to?" If anything that could at least open some lines of communication. Is this a dumb idea?

Also, if anybody OP..ggs me or anything and notices any glaring statistical problems with me I would appreciate the heads up. I'm really eager to climb through silver but the B1 clamp seems quite intense. Overall though the mismatched teams seem to only pop up in promos.
