Earth Tile Seems Useless?

The "permanent" maximum hp does not carry over when a champion levels up. So let's say I have a level 2 jax that I've had on it for 20 rounds. So that's 600 bonus health. Once I get the level 3 jax, it gets reset back to zero.

Seems like an irrelevant tile. The permanent bonus health seems like it becomes rather insignificant as the game goes on. Any thoughts?

Er, no? It is inherited, or should be. If it is not, that is a bug.

It is carried over. At least, bug free, it carries over. I checked.
