You know what they should add? T1 and T2 Tier upgrades.
Here's an idea for an item to drop:
Upgrade Tier 1 champion to a Tier 3 champion and a Tier 2 to a Tier 4
Most champions in Tier 1/2 have pretty basic skills. What if, in seeking a different strategy/comp, you could upgrade them, and they use a different skill instead?
For example, a Tier 4 Lucian would have The Culling instead of Relentless Pursuit. Tier 3 Vayne would have Tumble (maybe add a disengage to mimic her R passive) Tier 3 Darius Noxian Guillotine Tier 4 Zed could do his ult. Tier 4 Ahri could Charm + her ult (Weaker aoe but better repositioning, and single target damage)
It'd add a dimension the the game to be able to adapt if you're team is consistently losing because the Tier 1 units are either holding your formation down, or their skills don't quite combine with other champs that well.
Drawback: in its current form, if you used the item on, say a 1 star champion, you probably couldn't combine it with other same 1 star champs of the same name. So, you'd have to use the item wisely.
Maybe something like...... "Jarvan's Martial Discipline"
