Question: Why not make Olaf a 5 cost? His ability and Synergies seem like they fit more on a 5 cost

I feel like that would fix some issues like with multiple people running 2 star ruining the game.

At least this way people would have to suffer through finding their exodia pick late game like with the other legendary units instead of just snatching up a 4 cost and abusing it.
