why the fuck am I supposed to play against the same enemy every 2 times?

i just had this game where I had to play a tons of rounds against the number 1 player, who had some insane luck with items and 3 star units

There were 4 other enemies in the game, still, I had to play against this perosn almost every damn time ... ??? what is this sadistic game?
