You need to pray that she doesn't get killed before transforming. Once she's in dragon form, she's pretty strong. You need to stack her with resistance items to get there. If the enemy team has mana burn, you're toasted.
Unfortunately, before Swain, the other Shapeshifters aren't particularly good. Nidalee is pretty weak and Elise is even weaker. Gnar is fine, but you need 3.
There's a lot of if's to all these "OP" champions: "If item'd Shyvana shapeshifts..." "If Swain/item'd Swain transforms..." "If item'd Katarina gets her Death Lotus off..." "If item'd Tier 2 Kayle stays alive..." "If item'd Tier 3 Veigar stays alive..." "If item'd Tier 2 Aatrox stays alive..." "If item'd Tier 2 Pyke stays alive..."

Shyvana is pretty weak with no items, but hella strong with a large number of the items in the game. My favorite is Redemption Shyvana. It makes her transformation way more reliable. If she gets focused down she just "dies", comes back 3 seconds later and continues filling up mana. Add in Bloodthirster or Gunblade and by the time her front line is dead she'll have returned to full HP fire bombing suckers from the backline.
Have a hush or dragons claw.... negate all damage ;)
Get Red Buff or

She can't do damage if she's dead quickly.

Just got decimated by a shyv with warmogs, thornmail and bloodthirster.....you can only hope to kill her before she transforms.
