Get rid of Mage's Cap (Rod of Mages??)...
It doesn't seem this item exists to do anything right now except make Summoners (esp; Zed, Annie, Zyra) be double units which is both too powerful, and A lot of spells in the game also don't do much from triggering twice, or seem to be glitchy.
Also the problem that, Mages are the primary counter to summoners atm, so having people who use Summoners also taking up mages means they are also taking the counter out of the pool.
This tear+spatula could be better spent on many other things, such as: Wearer also a Ocean, Wearer also a Shadow, Wearer also Poison, ...Or just anything really. There's 6 mages, their 6 bonus is very strong (100% chance to doublecast), there's no need for Mage's Cap.
