But we're talking about the Grand General of Noxus himself here. He's one of the most important characters, why wouldn't he at the very least get some kind of teaser, especially after all this teasing and speculating? And keep in mind, the PBE is already looking full of content for one patch, 6 new skins is quite a lot.

I have a feeling that Riot thinks Swain is gonna be big news for specific players. So they’ll want to hype him up.
Who cares, honestly? It's not even remotely a big deal.
They need to announce an incoming new champion who's about to be released next patch, AND THEN you shoot the teaser out.
Just like how Kayn lost his thunder when Urgot was revealed before Kayn was released.

As much as I'd love to see Swain,the PBE patch is already hitting live and it is extremely unusual for something so important to get added to it a day later(though I think this did happen to Poppy if I remember correctly,so the chance isn't entirely 0%)
