Tessa, the Showstopper [Champ Concept]

Body Structure: Tessa is a tall woman with a modest build. Respectably curved, especially around the hips. Though most who see her agree that her legs are her defining feature.
Hair: Tessa hair extends down to a little past her shoulders, fanning slightly outwards as it goes down. It sports a neon-green coloration, but turns white as it descends, creating a gradient effect. Most likely dyed.
Eyes: Tessa eyes are a rather vibrant shade of green, much like her hair, and definitely one of her more noticeable features when people aren't admiring the rest of her. May or may not actually be green contact lenses.

Our story began with an unassuming engineer by the name of Corin Reveck. His wife had passed away after giving birth to a pair of twins, whom he vowed to raise with the utmost care. The two girls, Tessa and Orianna, were inseparable. Though their hobbies diverged as they grew up, Tessa pursuing her hextech studies and Orianna taking up dancing, the two remained each other's greatest support.
After graduating the academy, Tessa struck out on a year-long trip with her colleagues, to explore various locales around Valoran for inspiration. Corin and Orianna assured her that they would be fine, and for her to enjoy seeing the sights.
What Tessa returned to find a year later, though, was not what she had hoped to come home to. Her home, along with a sizeable portion of the block, had suffered significant hexplosive damage. Many of the houses had been rebuilt, but it didn't seem much effort had been made on hers...
When Tessa entered the ravaged building, she found her father, looking very ragged and having seemed to have not bathed in months. He was talking to a mechanical doll situated in front of him...
"Don't worry, my dear Orianna, your sister will come home soon. I promise..."
The weary Corin turned to find his other daughter standing there, staring silently at the scene before her. His eyes widened for a moment, a small smile crossing his lips, before he dropped to the floor. Malnourishment had finally taken its toll, the man having been enduring on sheer willpower just to see his living daughter once more.
Tessa walked up to the doll and addressed it.
"Can you speak?"
The doll's mechanisms began to whir, and in a robotic monotone, it responded:
"I am Orianna. Are you my sister? Father says I have a wonderful sister."
Despite the doll clearly not being her flesh and blood sister, Tessa felt an odd sensation upon hearing it speak. It was as if her sister's soul was living on within the construct. The soul is not as easily broken as the body, a lesson Tessa had learned from studying the cultures of Runeterra.
In the following days, the house was cleaned out and rebuilt, the body of the deceased Orianna finally being discovered amid the wreckage and laid to rest alongside her father.
In the aftermath of the incident, Tessa decided to take up dancing in addition to her work with hextech, in memory of Orianna's dreams. She took the robotic doll on as an apprentice of sorts, treating it as though it were her own sister in the flesh, and worked to teach her how to live and interact with those around her. Though the robotic Orianna seemed cold and dismissive towards humans on the surface, her interactions with her sister were all the indication people needed that the doll did in fact have some sort of heart.
While Tessa continued her hextech development, Orianna aided the police force in rounding up vandals. The bladed ball that she carried with her, which Tessa had initially dismissed as a mere ornament Corin had designed, turned out to be a formidable weapon and surveillance device. It seemed their father had designed the ball as a means of protecting his mechanical daughter from further harm. The level of control Orianna wielded over the ball, and its myriad of functions, quickly earned her a fearsome reputation among those against the law.

Tessa's base Attack Damage, rather than having its own value, is equal to a percentage of her own Movement Speed. This percentage scales with her Level.

Additionally, Tessa has innate Slow Resistance. She gains additional Slow Resistance based on her bonus Attack Speed, but with diminishing returns.

Tessa builds kinetic charges as she auto-attacks or moves. Charges granted via movement are doubled if Tessa has dealt or received damage within the last 3 seconds. At 100 charges, Tessa can cast Beat Drop.
Movement Charges: 1 per 30 Range Traveled, 2 while in combat Basic Attack Charges: 10 per Attack
Active: Tessa strikes her target swiftly with a heel drop for her next basic attack. The heel drop increases all of the attack's damage, including any on-hit effects the attack would apply.
Beat Drop resets Tessa's auto-attack timer.

Passive: Tessa generates a small kinetic space around herself. Whenever a non-targeted enemy projectile enters the space, she gains Stream for the next 3 seconds. Being hit by a non-targeted enemy projectile will remove Stream.
Tessa's basic attacks also deal bonus Magic Damage on-hit, which is increased by 50% while she has Stream.

Active: Tessa expands and empowers the kinetic space around herself for the next 3.5 seconds, reducing the missile speed of any enemy projectiles within it by 75%.
While an enemy projectile is within the empowered kinetic space, Tessa's Movement Speed increases by 15%.

Active: Tessa dashes a short distance in the target direction, dealing Physical Damage to any enemies she passes through.
Physical Damage: 10 / 55 / 100 / 145 / 190 (+50% Bonus AD) (+10% Movement Speed)
If Tessa collides with terrain while dashing, she leaps off it and up into the air, becoming untargetable for up to 2 seconds while revealing the area beneath her.
While in the air, Tessa can descend upon an enemy unit within range by recasting Sky High.

Active: Tessa surges with energy for the next 8 seconds. During this time, her first basic attack against a new target will cause her to blink to her target. This effect has a brief on-target cooldown, and won't trigger against the same target again until Tessa changes targets.
On-Target Cooldown: 1.25 / 1 / 0.75 Seconds
While Rave On! is active, Tessa gains the Stream effect from Step It Up.
