So many champs specialized in armor (Ramus, Malphite, Taric) but IIRC we only have Leona as of MR scalings, and even for her they're lower than her armor ones I think. Sure, there's Galio, but he's not a tank, he's an "assassin resistant midlane option" (hai Cho). When the enemy team is AP heavy, you have no real option except a generalistic tank.

Galio is a pretty big tank, his issue is his initiation is still weak given how it works.
