So many champs specialized in armor (Ramus, Malphite, Taric) but IIRC we only have Leona as of MR scalings, and even for her they're lower than her armor ones I think. Sure, there's Galio, but he's not a tank, he's an "assassin resistant midlane option" (hai Cho). When the enemy team is AP heavy, you have no real option except a generalistic tank.

Because Galio don't build tank. He's ap caster/bruiser at best If you're building full tank galio with an abyssal, you're doing it wrong.

The only reason Leona skills W first is because it gives +50 damage per rank and gives waveclear. If Q or E gave more damage per rank, you'd max that first instead of W.
If you look at Rammus' skill order, you don't generally skill up W first either.
And if you look at Pro builds, you find that it's common to build tanky items, preferably ones with AP, but Randuins and TM are still there. And if you look at Lolking guides, you'll find more of the same vein.
You can build him like a dedicated tank or a hefty AP bruiser. It changes your role in teamfights considerably, but it's most definitely possible.

And again, try not be a mama's boy by checking out the percentage usage of items from lolking instead of finding Galio's hidden strength yourself. It's like people knowing Ryze is op AFTER Lcs plays him. It just makes you look retarded.
Another funny thing is how you refute my statement so hard in the other comments, that ironically you don't even play him.
An ideal MR item for Galio. MR for that extra AP from his passive, and the SV passive boosts his healing from his W.
Even though both are Armor items, it's still a great item for Galio whenever he uses his ult, causing the enemies to kill themselves autoattacking Galio, & melee champions taking more damage from the Sunfire passive.
For more AP passive & less interruption during ult.

Galio is a pretty big tank, his issue is his initiation is still weak given how it works.
