Chii A'Lea, the Prophet Up High
At the very peak of Mount Targon lays a small rock creature (skinny, humanoid girl shaped, only 145 cm tall [approx. 4'10"]), one where she constantly makes chimes and glows bright just for living, dancing around with glee and guiding the Freljordians to a bright future through her ability to see into the future. Her chimes and hues of glow is how she communicates to those out watching from afar. This process has been passed down through the generations and keeping their homeland safe and helping them make advancements for a better way of life.
One day, however, Chii A'Lea had a vision of terrible events to come and the only way to stop this creature's rampage is through the immense amount of power that only she possesses. So she climbed down Mount Targon to begin her training into combat to prevent this terrible future from occurring, learning from the Freljordians warriors on how to fight, turning a normally very gentle and kind creature to become a killer to not only protect the Freljord... but all of Runeterra!
Unfortunately while Chii A'Lea is away from Mount Targon, she is unable to receive visions of the future. So now all of Freljord and herself is riding blind in the meantime while she trains and takes down this immense creature stirring up in another realm, just waiting until it escapes into their world.
Chii A'Lea is a rhythm based mage, with both a glowing light and audio queue of chimes, when timing her abilities to the beat of every 4th chime and light that is different will double the power of that ability. This is a mechanic that will be very satisfying for the player after some games and get down the rhythm (literally) of playing her, it also allows a very obvious sign of when she is at her strong points and weak points when playing against her in lane.
Also she does not have a traditional basic attack, her basic attack is instead linked up to every 4th beat which locks her attack speed to once per second, but still has a normal attack speed scaling mechanic where it changes the amp damage instead and her base attack damage is set to 100 at every level. For example, at 1.000 attack speed you deal full 100% damage, below that you deal less damage than your base attack damage and more then you deal more damage on the attack. Other words, this effect is great for a role that builds minimal to no attack speed, which is a mage, and not so great for attack speed builders especially having on-hit items since they are locked to 1.000 attacks per second, instead of the potential of 2.5 attacks per second cap.

Rocking to the Beat (Passive):
Chii A'Lea is constantly glowing and ringing with chimes, pulsing out Green Light and Soft Chimes every 0.25 second three times in a row, on the 4th time will instead pulse out Red Light and Harsh Chimes.
Chii A'Lea can only basic attack on every 4th beat and every time, changing how much damage comes from the attack based on her attack speed with 1.000 attack speed being full power. Additionally, casting a basic ability during the 4th beat will double the damage and other effects for that ability, including durations.
Keeping The Rhythm (Q):
Cooldown: 10 seconds; Range: 600 units
Chii A'Lea pulses out magic around her, dealing 40/60/80/100/120(+40%AP) magic damage to struck enemies and healing for 50% of the damage dealt, 20% healing against minions.
Cast this during Red Light and Harsh Chimes will refund the cooldown. If you fail to cast the next Keeping The Rhythm on the next Red Light and Harsh Chimes then Chii A'Lea is dealt 25% of her current health as true damage and is applied grievous wounds for 10 seconds; if you succeed however, then the next time will instead be Purple Light and Soothing Chimes.
If cast during Purple Light and Soothing Chimes, then the damage and healing is tripled instead of doubled, but does not refund the cooldown.
Double Time (W):
Cooldown: 4 seconds; Cost: 70/60/50/40/30% current health
Passive: Basic attacks against champions and epic monsters heal yourself for 10/15/20/25/30(+25%AP) health, increased to 100/150/200/250/300(+250%AP) health during Orange Light and Epic Chimes or Purple Light and Soothing Chimes.
Active: The 4th beat is on every 2nd beat for the next 1 second. If cast on Purple Light and Soothing Chimes, then the cost is refunded and the next 2nd beat is Orange Light and Epic Chimes.
Glittering Stone (E):
Cooldown: 20/17.5/15/12.5/10 seconds; Range: 600 units
Chii A'Lea sparkles and glitters immensely, stunning struck enemies for 0.5 second and dealing 6/7/8/9/10%(+1.5% per 100AP) of struck enemies' maximum health as magic damage.
If cast on Purple Light and Soothing Chimes, then struck enemies are blasted away to the outside.
If Cast on Orange Light and Epic Chimes, then the next 4 beats act like Green Light and Soft Chimes and become Yellow Light and Mellow Chimes, stunning struck enemies and extending current stun durations by 0.25 second and dealing 3/3.5/4/4.5/5%(+0.75% per 100AP) of struck enemies' maximum health as magic damage.
Rainbow Light (R):
Cooldown: None; Range: Global / 600 units
Passive: Every 500/380/260th beat will cause a brilliant Rainbow Light and Devastating Chime that lingers for 1 full second for all to see and hear, amount of beats required is reduced by cooldown reduction. Once an ability has been cast, Rainbow Light and Devastating Chimes will disappear and Chii A'Lea will beat like normal.
Active: Charms all enemies for 2.5 seconds, enemies near Chii A'Lea are also dealt 200/300/400(+100%AP) magic damage.
If a basic ability was cast, then its effect is quadrupled in power and its radius is increased by 50%.
