Riot, I have a small suggestion that may help to overall improve the ban system as well potentially improve player attitude.

What if there were visible indicators as to how many valid reported offenses you have filed against your account, versus how many away that you are from punishment and what that punishment is? This would help because players can keep track of what they are doing wrong and when they have done something to gain a report, as well as how they need to behave to prevent further marks against them and avoid punishment. I think this would go a long way towards improving behavior, as the closer problem players get to a punishment, the more likely they would be to improve their behavior to prevent hitting that punishment, which is a win-win for everyone.

I can see the potential for abuse here, as people would see this as "free chances" before getting punished, but I feel like something like this would inhibit bad behavior on the whole because it is a quantifiable way to see your bad behavior.

For Instance, you've been reported 3 times out of the 10 required to reach chat restriction. You'd see something like this: item 3751 item 3751 item 3751 item 3637 item 3637 item 3637 item 3637 item 3637 item 3637 item 3637PUNISHMENT: CHAT

I'm just throwing this out there, but I think the punishment system could be improved, and people knowing where they stand in terms of punishment has been used and shown to be effective in a variety of social settings such as work or school.

I think the major issue with increased visibility of account status is that people can use that to determine what kind of toxic behavior they can get away with because it isn't being flagged. We don't want people min-maxing their toxicity, that would be horrible.
