Can Tyrant Swain be Swain's default skin?

Honestly speaking, that skin fits Swain as being a general, his base skin is not the best at depicting him being a general.

This should happen if he gets VU, his Tyrant skin fits him being a general so much better than his classic skin.

Then Riot loses money in the long run because there is no skin to buy, I mean I would be all for Tyrant Swain being default, Creator Viktor being default, Omega Squad Teemo being default ect but there's no chance.
