Where would an Envy demon reside in LoL?
Tahm is in Bilgewater where people are desparate and will take his deals.
Evelynn is just Runeterra.
But where would an envy based Demon be?

Zaun? A lot of Zaunites are envious of the lives people live in Piltover but then again, a lot of them love Zaun.
Envy- Maybe the Freljord becuase of the war between the 3 tribes? I guess that's kinda a thing of envy. Or even the Vastayan lands in Ionia? Pride- Ionia Wrath- Noxus Greed- Piltover/Zaun Lust- Eve Gluttony- Tham Sloth- ?
Honestly, I think you can place a demon like that anywhere you want (much like Eve) because people everywhere are somewhat envious. You just have to make sure he/she has an impact on their surrounding, and manipulates the people well, regardless of where they are.
I would say Noxus, which is a place where people may get their envy fed by the desire of getting more and more (a land of conquest) or by the frustration of the Noxus's occupation
If we're talking Darkin, maybe Shurima? After all, Xerath has no fondness for Azir, and Renekton absolutely despises Nasus. I would say Noxus, but Noxus seems more like a power-hungry form of greed.
If you want to make it thematic, I'd go with Ionia because Ionia is land of mystical stuff and meditation and yoga and stuff. Which means it wouldn't be surprising if a yoga student decided to be envious of a better yoga student and then you have your story already built from the envy archetype.
Otherwise, a story of envy can be derived from any situation, place, etc.
