Was more effort put behind the Chroma packs than Blood Moon Zilean?

I get the feeling that the skins team had a clear and definite goal in mind when it came to Zilean: Get a skin out for him before they reach the 4 year anniversary of his previous one, Time Machine Zilean.

While I do believe that a lot of hard work and effort went into making the skin, I also believe that zero consideration was given to making the skin worth the wait. I think was more a matter of "We're going to release a Zilean skin in April 2015" than "Let's make Zilean's next skin really awesome."

I also believe that this lack of consideration for Zilean's skin also puts the reasons behind giving Zac a new skin into question, since we've heard more than once that the skins team wants to make that "special snowflake's" next skin "worth the long wait."

Conversely, I am of the opinion that the Chroma packs for Lucian, Lee Sin, Garen, Leona and Blitzcrank went through a more rigorous process, selecting the right colors, making sure they didn't clash with the new environment, etc, than they put behind Blood Moon Zilean.
