Why are player made skin/champion concepts ignored?
Some of them are really good and some are even better than some of the ones currently in the game. Why are they ignored?

There are probably copyrighted material, as well as possible royalties if Riot does decide to use it, they probably need to pay said person for their ideas. Its really shameful because like you said there are a ton of skins for various champions (especially ones who havent gotten skins in years) and it could help find ideas for certain champions!
You would think they would take the ideas of the community and do something with it, possibly making said people who do these concepts a signed agreement/contract to help. But that seems like too much work for them i guess!
Legal gray areas, probably.

Because Riot would have to pay them to use their idea, and Tencent won't allow that.
I mean darkstar ori and astronautilus are inspired from fan work
