Read a dev diary a while back where riot said they wanted to do it but in concept its funny, but they feel it wouldn't actually sell if they were to actually put in the time and money to make it. article summarizing what they said

Overall, they want to do it but are having trouble with the idea of implementing it. They seem to want to make it a joke soon a la "definitely not" skin line
