The League Should Have a Genie Themed Support Champion

Passive: 3 Wishes You bind with one of your allies, at levels 1/9/18 they get bonus effects of their choosing from a list. These bonuses remain as long as you are within range. Boom.

I would say an evil/dark genie would fit better than like genie from Aladdin.

This definitely sounds like a champ I'd be interested in hearing more about! I'm not sure whether I'd prefer a dark, war-like genie as mentioned earlier or something more silly, but the idea of utilizing wishes and/or various other genie tropes (lamps, like a lot of people have said, etc) definitely has some potential!

Janna, the once and future queen of winrate, is pretty close if you ask me. Maybe riot could do a genie skin with a winged lamp floating around her.

Tribute to Robin Williams. I heard A Friend like me the other day and almost cried.

I have thought of this concept myself and i think the lamp should be his passive. An ally gets the lap and can use it 3 times to either place a ward, a small health/mana regen, or move speed boost. Once the lamp is used 3 times it returns to the shop for the next person to pick it up.

I wouldn't be surpised if Rito already thought of this idea.

Thematically it's similar to Tahm Kench, Tahm is classified as a "Crossroads demon" and often allures people in by promising them reward when later on it ends up biting them, or swallowing them in Tahm Kench's case. This sounds pretty similar to a classic "genie" to me, however he is not visually a genie of course.
