[Champion Concept] Justine, the Grand Targon Judge

Guilty!

Justine smacked her gavel against her hardwood anvil as she announced the verdict for Khada Jhin. The audience cheered for another fair verdict, bringing yet another criminal to justice in Runeterra. After the verdict had been read, the guards on duty lead the convicted and Justine to the casting grounds.

"Any last words?" Justine asked Jhin with a strict voice.

"Killing is not a sport... it is an art!" replied Jhin. "And you will be my finest piece of work yet!"

Jhin pulled out a concealed Gun from under his robe, aimed it directly at Justine, and fired. Not hesitating, Justine created a barrier protecting her, the guards, and the onlooking crowd. The shot reflected off of the barrier and took flight back at Jhin, piercing his left eye and wounding him. Without another thought, Justine banished Jhin to the Targonian Prison in his moment of weakness.

Justine was no common judge; she held the highest legal authority in all of Runeterra, and only the most important of trials will be brought to her attention. Her role is to banish the most foul of criminals to the Targonian Prison, where nobody has escaped to date... except one person.

Justine seeks total Justice for Runeterra, and has joined the League of Legends in pursuit of the only one who was able to escape her grasp.


Passive - Strict Justice

Justines first basic attack on an enemy champion deals bonus damage and stuns the target for 1 second. This can only occur once every 8/7/6 seconds on the same enemy champion (Levels 1/7/14).

Q - Harsh Ruling

Justine slams a Golden Gavel down at a target location, dealing damage and slowing all enemies hit by 40/45/50/55/60% for 1.5 seconds. If the target is below 40% HP, they will be stunned instead for the duration.

W - Overruled

Justine raises a Light Barrier in a target direction for up to 3 seconds, blocking the first projectile and sending it back the way it came, dealing the same damage it would have dealt (before armor and mr) to anyone it hits on the enemy team any applying the same spell effects as the normal spell would.

E - Judge's Blessing

Justine grants all nearby allies 30% increased movement speed and 20/30/40/50/60% increased Attack Speed for 3.5 seconds.

R - Grand Verdict

Justine sweeps in front of her with her gavel, dealing 200/300/400 (+0.65 AP) and stunning the first enemy champion hit 1.25/1.5/1.75 seconds. The gavels sound then echos out, slowing all enemies nearby that champion by 80% for 1.25/1.5/1.75 seconds.

Seems like a nice concept for a sup, but you need to include damage numbers and cooldowns! Does the w reflect it back as a targeted spell, definitly hitting its caster, or does it get reflected back depending on how it hit the shield?

It's a nice idea but her E is wayyyyyyyyyyyyy too strong. It's like an aoe nunu bloodboil and seems more like a sivir ult than a regular buff.
