Rafen - Another Lore Champion

So, the name is not 100% set in stone (the Fortune's Favor part, Rafen is). For those that don't read lore, Rafen is
's first mate of her ship, the Syren. I made around a marksmen type of support. So, his classes are marksmen and support. This is purely one way to make him, in my eyes. People can use Rafen for different lanes, but I decided to make him more of a support.
First and foremost: This concept will only include the following things:
Abilities - Passive, Q, W, E, R and some additional details about the powers if need be.
Art - Just a picture that I like. Not official art of Rafen.
Statistics - The champion's proposed stats that were generalized from a sample of different marksmen and supports because those are his two classes for this concept.

Passive: Exposed Wounds
Rafen deals 2.5% increased damage for every 10% his target is missing.

Q: Crippling Shot
Type: Skillshot / Range: 1150 / Cost: 40/44/48/52/56 / Cooldown: 8/8/7/7/6 seconds
Above 50% health: Deals 50/90/130/170/210 (+100% AD) physical damage to the first enemy champion hit and slows them by 50/55/60/65/70% for 2 seconds.
Below 50% health: Deals 70/110/150/190/230 (+130% AD) physical damage to the first enemy champion hit and stuns them for 2 seconds.
Crippling Shot deals 33% reduced damage to minions and jg monsters.

W: Focused Fire
Type: Targeted Enemy/ Range: 750 / Cost: 30/35/40/45/50 / Cooldown: 24/22/20/18/16 seconds
Passive: Rafen shares his passive with all allies within a 650 radius of him. This effect is removed while Focused Fire is on cooldown.
Active: Rafen marks an enemy for the next 6 seconds. When Rafen and his allies attack his target, they gain 10/15/20/25/30% increased attack speed and 30% bonus movement speed for .5 seconds each time they strike the target.
(Hidden info - He can also use this on rift herald / baron / dragons, but not camps. Focused Fire goes on cooldown after active part ends.)

E: A Pirate's Potion
Type: Targeted Ally / Range: 650 / Cost: 20/25/30/35/40 / Cooldown: .5 (between uses)
Rafen stores rum in his flask. He stores a new charge every 20/17.5/15/12.5/10 seconds up to a max. of 3 charges. Rafen shares a flask with an ally, healing himself and his chosen ally for 50/80/110/140/170 (+50% bonus AD) over 2 seconds.
(Hidden info - The healing is marked as a potion. Rafen CANNOT heal himself. He needs to target an ally to order to heal.)

R: Price on your Head
Rafen marks all enemies with the ability's radius for the next 8 seconds. Enemies who are killed while a bounty is on them restore 10/12.5/15% of the basic abilities of their killer. This value is halved for assists.
