[Champion Concept?] Tracer: The Timejumper (Overwatch -> League of Legends kit)
I've played a lot of Tracer in both Overwatch and Heroes of the Storm, and in the two games, Tracer quickly caught my eye as one of my favorite characters. Given Heroes of the Storm has no item scaling, and how abilities scale with Talents rather than levels, I wrote what I thought her kit would look like in League of Legends, where she would have to dedicate a certain skill order with varied item builds.
I'm not exactly sure how good of a job I did with the kit, but what I was going for was someone who would be sort of weak early game vs other ranged champions, although still quite capable of trading with them if she plays her cards right. From my understanding, she may in fact be quite oppressive vs. melee champions, however, so I tried to counteract it by making the numbers so her mid-game would be rather mediocre when she doesn't have her Pulse Bomb available. This is due to her damage coming close to entirely from basic attacks, while all of her ability ratios scale with Bonus AD rather than Base AD, making her quite item reliant in the grand scheme of things. However, her relatively high base stats, combined with her W and E are meant to make her an excellent duelist, which should lead her midgame to be rather splitpush-focused. Her late game is meant to be her best state, as I designed her with the idea for her to be a short range, hyper-mobile crit carry. Her biggest weakness is meant to be her short range keeping her vulnerable to burst mages with hard CC, such as Ryze, Cassiopeia, and Syndra, who should be able to lock her down if she makes too many mistakes while within their range, as she must get up close in personal to deal any damage.
But enough about Previews for that Kit, here's the kit itself (along with base stats):

Base HP: 450 + 50 per level (500 at level 1, 1350 at level 18) Health Regeneration: 5.424 + 0.55 per level Base MR: 25 + 0.33 per level (25.33 at level 1, 30.94 at level 18) Base Armor: 21 + 3 per level (21 at level 1, 72 at level 18) Movement Speed: 350 Attack Speed: 0.625 + 6% per level (108% bonus attack speed w/o items at level 18) Base AD: 53 + 7 per level (60 at level 1, 179 at level 18) AA Range: 525 Mana: 300 + 50 per level (350 at level 1, 1200 at level 18) Mana Regeneration: 6.972 + 0.44 per level
Slippery Slopes (Passive): Bulk Speed (Passive P1): Tracer cannot gain bonus health (Health from items, buffs, runes, and masteries). However, every 10 bonus health Tracer gets from these sources is converted to 1 movement speed. Ultra Aim (Passive P2): Tracer can move while basic attacking.
Blink (Q, Cost: 30 mana per charge): Stores up to 3 charges (recharges at a rate of 16/13.5/11.5/9.5/7 seconds per charge). Active: Tracer blinks 400/450/500/550/600 units in the target direction.
Disarming Punch (W, Cost: 50 mana, Cooldown: 10 seconds, Range: 200 Units): Active: Tracer pistol-whips the target, dealing 15/30/45/60/75 + (60/70/80/90/100% bonus AD) physical damage to the target. If the target was a champion, Tracer knocks off their weapon, Crippling their Attack Speed and reducing the physical damage they deal by 10/15/20/25/30% for 3 seconds. (Disarming Punch may damage towers. The damage dealt by the ability can critically strike) (Using Disarming Punch on an enemy Champion restores one charge of Tracer's Blink.)
Rewind (E, Cost: 80/90/100/120/130 mana, 15 second cooldown): Active: Tracer rewinds time, teleporting her back to where she was 3 seconds prior to casting this ability, restoring 10/15/20/25/30 + (20/30/40/50/60% bonus AD) health and she cleanses all non-crowd control debuffs. (Example: This will not remove a slow, a blind, or a snare, but will remove Gangplank's Trial by Fire or Darius's Hemmorage.)
Pulse Bomb (R, Cost: 150 mana, 300/250/200 second cooldown) Passive: Basic Attacks reduce the cooldown of Pulse Bomb by 1/3/5 seconds, and Disarming Punch reduces the cooldown of Pulse Bomb by 5/7.5/10 seconds. (This passive CDR scales with critical strikes against enemy champions. This CDR is on-attack, and will not be increased by Guinsoo's Rageblade or Runnan's Hurricane.) Active: Tracer throws her Pulse Bomb at the target location, which detonates 3 seconds after it lands. The Bomb will deal 200/250/300 + (150/200/250% bonus AD) physical damage to all enemy units in its area of effect (200/250/300 units wide). If Pulse Bomb lands on an enemy champion, it will attatch to them (200 unit attatch range), and the explosion will detonate on their location. Targets Pulse Bomb is attatched to will take 75/100/125 + 10/15/20% of their maximum health as bonus true damage. (Pulse Bomb may deal damage to towers and monsters in its AOE. However, it may not attatch to these types of units and therefore will not deal true damage to them.)
