I bet they will, they are just waiting for the rework of him first, as they did say they are reworking him soon.
Because Disney IP's are protected by an army of lawyers larger than any army of the Rift.
Thresh already has that skin... Sort of
GP's base looks too clean cut for a pirate to begin with. He needs to look more like Jack or Barbosa to begin with. While liking pirates a lot, there is nothing that really makes me connect with him on a pirate theme in regards to his lore and look. Skins would come later... Davy Jones is nice, but a Blackbeard skin should probably be first or even a Keeper of the Code.
