That gif is a bit of a lie, certain skins do have advantages in game that make it harder to discern certain skills which is reason why they are banned in Competitive play

After going around asking the anime community what this gif is from for hours, I finally found out what the name of the anime is from, its from "Eiyuu Densetsu: Sora no Kiseki The Animation". This was based off a game I believe and there are only 2 episodes of this.
