Add Eve to the rework list

After taric(already good as a support) and yorick(the weakest champion in the game), rework eve. Keep the permastealth Since that's her key feature but, fix the rest of her kit. She's either buffed, nerfed new meta etc every patch. She has no build that everyone does. Weak as duck and a huge annoyance when the other team picks her. She's been everything. Good, bad, ad bruiser, ap bruiser, ap jg, ad jg, and so on. No one plays her. It's just as bad as old poppy. Eventually, no one will know what she does. Same for gallio and urgot bet even they are good. Yes, she's still stronger than yorick. The reason why yorick is worse is because he does nothing after the lanning phase and is unplayable. He can't splitpush due to how vulnerable he is when doing so. Eve, she just virtually unplayable with all these meta changes. That's what happened to poppy. old poppy 2.0. She lacks counter play but has shit stats. Change all of her abilities to make her more balanced. The runic echoes was the final nail in the coffin. I think ot would be fun to turn the game into COD just like riki in DotA where you're also permanently invisible. In her current state, she will never be viable but if she is, it's unbalanced. Welp, she will be a total teardown like poppy.
