Short Lore

A younger girl from Piltover who enjoys tinkering with steam contraptions and other more old-fashioned technology, the sort that's fairly uncommon in modern days with the advent of hextech. She's good at what she does, quite bookish, but is still as excitable as her age would suggest.

When not busy with her tinkering, she'll occasionally help out with law enforcement using some steampunk weaponry she threw together, or just by doing upkeep and maintenance on Vi's gauntlets. As it turns out, constantly punching things is actually not good for the hardware.

Archetype / Design

_ Reminiscent of Ezreal, but with less long-range poke potential in favor of more AoE and closer combat. She wants to be in the fray, attacking and throwing abilities to charge her passive to act as a buffer for damage, in contrast to Ezreal's more flighty 'just out of reach' style._

Passive - Steam Ballast

Capacity: 100 Steam

While in combat, Seles stores excess steam generated by her basic attacks and ability casts in her ballast. Each basic attack (on-hit) or ability cast generates 5 steam, and damaging enemy champions with her abilities generates an additional 5 steam per champion damaged.

While the ballast is full, Seles takes reduced damage from the first enemy champion or large monster to damage her, then gains bonus Attack Speed while the ballast empties over the next 4 seconds.

Damage Reduction: 10 / 15 / 20 / 25% Bonus Attack Speed: 25 / 30 / 35 / 40% Scales at Level 1 / 6 / 11 / 16

If Seles hasn't damaged an enemy unit within the last 5 seconds, her ballast will begin to empty at a rate of 20 steam per second.

Q: Pressure Burst

Range: 875 Cost: 32 / 34 / 36 / 38 / 40 Mana Cooldown: 5

Active: Seles launches a burst of compressed air towards the cursor, dealing Physical Damage to the first enemy it strikes and applying on-hit effects.

If Pressure Burst is off cooldown while Seles is in combat, it will begin to Overclock, charging up over a duration equal to its cooldown. When fully Overclocked, Pressure Burst will pierce through the first enemy it hits, hitting up to one additional enemy for 50-100% (based on Level) of Pressure Burst's total damage (including on-hit effects).

Single-use on-hit effects such as Spellblade will apply to all targets struck by Pressure Burst while Overclocked.

Physical Damage: 20 / 40 / 60 / 80 / 100 (+115% AD)

W: Propeller Bomb

Range: 950 Effect Radius: 250 Missile Speed: 1000 (+40% Bonus Attack Speed) [1600 Max @ 150% Bonus AS] Cost: 50 Mana Recharge Time: 18 / 17 / 16 / 15 / 14 Static Cooldown: 1.5

Seles periodically stores a charge of Propeller Bomb, and can hold up to two at once.

Active: Seles deploys a flying bomb towards the cursor. The bomb's missile speed scales with Seles' bonus Attack Speed.

The bomb collapses if it hits an enemy champion or large monster en route, dealing Physical Damage to them.

If the bomb reaches the target area safely, it explodes and deals its damage to all nearby enemies instead. The explosion deals 50%-0% (based on Level) reduced damage to minions.

Physical Damage: 50 / 85 / 120 / 155 / 190 (+60% Bonus AD)

  • "I know it LOOKS like a ball, but please don't catch it! ...Don't catch it with your face either!"

E: Steam Propulsion

Range: 325 Cost: 40 / 35 / 30 / 25 / 20 Mana Cooldown: 20

Passive: Steam Propulsion's cooldown is reduced by 40 / 55 / 70 / 85 / 100% if Steam Ballast is triggered.

Active: Seles dashes a short distance in a target direction, resetting her attack timer. If Pressure Burst is currently Overclocking, casting Steam Propulsion will fully Overclock it.

If cast while in combat, Steam Propulsion will generate an additional 5 / 10 / 15 / 20 / 25 steam.

  • "Is my dashing bothering you? ...Hey, can I have that steam coming from your ears? If you're not using it, I mean..."

R: Blast Off!

Range: 750 Cooldown: 140/120/100

Active: Seles dashes at high speed towards the cursor after a brief delay, dealing Physical Damage to any enemies she dashes through and instantly refreshing and filling her Steam Ballast.

Blast Off! leaves behind a thick cloud of steam along its path that lingers for 4 seconds and applies Nearsight to enemies inside it.

Physical Damage: 200 / 325 / 450 (+120% Bonus AD)

- Changelog -

v1.3 - Passive numbers re-scaled, E now grants more steam in combat.

v1.2 - Removed the bonus Movement Speed from passive, reduced Q to a single tier of Overclock from two, reduced dash range on E.

v1.1 - Removed slow from W, added charge system to it instead. Figured this might feel better since she heavily relies on ability casts, due to not having much in the way of AA steroids.

One thing--really, the only thing-- that concerns me is the nearly absent rank up reward for E.

Since they were used as examples in explanation already, I'll point to Relentless Pursuit and Quickdraw, but also add in Arcane Shift, Valkyrie, Distortion, Leap, and Spinning Slash: Collectively, they are "Dash and" abilities. (I know, Arcane Shift is a blink-type, but shhh.)

Their base functionality, being able to dash, is improved with ability rank, no questions: Their cooldowns decrease.

Their "ands" either do damage (not Graves/Lucian) or support the ability (Graves/Lucian).

They both have the cooldown reduced on auto and give you an auto (Graves directly, Lucian Lightslinger-wise). Lucian's lowers in mana cost as well, so you can dash more (cost) on top of dashing more (cooldown). Graves's gives him defensive stats and its cooldown decreases much faster when he's up close, thusly enabling him to dash more (cooldown) by letting him not die.

It does create a really fun synergy with R (E-dash, take a hit, E-dash, R-dash, take a hit, E-dash) but that's really all that that has, and that doesn't really work until rank 3 or 4 at minimum since the reset amount is % based (not double-dipping your CDR).

There are, though, quite a few abilities with similarly small rank up incentives, so, really, this wall of words might as well amount to

¯_(ツ)_/¯

Something that rewards you dash-wise for using the kit would be all that belongs there-- you could make it something like "Damaging more than one enemy with your other abilities reduces the cooldown" instead of / in addition to the Steam Ballast-based reset to give it that synergy.
