Kalista the Undying? Just a Kalista skin called "Undyne"?

-Her W passive mark on enemy targets could be a fish like Tahm Kench's passive mark -She has a similar theme of vengeance although Undyne the Undying wants to avenge her friends while Kalista just wants revenge on any betrayers -The spears and e stacks could be pixelated -When using her ult on an ally she could say "When you're green, you can't escape!", and when the ult hits targets they get a green tinge like in the Undyne fight in the game -Kalista has a taunt saying "We are as one, two, three! CEASE THIS" while 3 souls consecutively appear around her. The skin could have a new joke saying "I can feel our hearts beating as one, two, three! NGAHHHH" referring to the dialogue in the Undyne fight

I get that it would only make sense and appeal to a target audience of Undertale players, but then again, a lot of other skins are references to different things.

Also on the topic of Undertale/League things what about a Muffet type of Elise thing. Or a Mettaton Blitzcrank. RiTo plS mAkE THiS

I'm pretty sure Riot can't make it obvious where they get inspiration for skins, so they couldn't name this one Undyne Kalista. BUT a close idea would be to make a skin of her based on what she looked like as a knight when she defended The Ruined King. Or add this idea to the Arcade/Boss Battle skin theme they have going for them. Technically she's a hero of sorts, but she's spooky, so Rito might go the Boss theme, which would also fit into your Undyne idea, being a knight fish boss.

Royal Guard Kalista? i mean makes sense since Fiora has one already

This might only work as a client-side mod, like that Papyrus Draven skin.

Or they could do it more subtly like the guy above me suggested and just make a "Royal Guard" skin that only references Undyne as much as Arcade Ezreal references Neku from TWEWY.
