Champion Concept: Rhodes, The Soul-Broker (Version 2.1) -- Abilities

This time I will discuss all the changes to his abilities. These changes make him more balanced while still sticking to his core concept of being a corrupt business man type as well as a crossroads demon. He is still a support tank.
> Passive: Soul Bargain
Rhodes starts the game with an unique item called Dealer's Contract. Ally champions will be able to purchase a Basic Contract from the shop. Whenever an ally champion exits combat, if he/she has any kind of Contract in his/her inventory, than he/she will lose 1/1.5/2/2.5% (based on the rank of the champion's Contract) of his/her current health for each 20 health per enemy champion that he/she killed since entering combat (can't be prevented or reduced in any way). This will not bring ally champions below 1 health. Then, Rhodes will gain bonus maximum health equal to the amount of health that the ally champion just lost 20 bonus maximum health per enemy champion that ally killed. Rhodes doesn't have to be near the champion in order for this to take place. Also, Rhodes is unable to kill an enemy champion so long as an ally champion with a Contract is nearby (Range: 1000).
Rhodes doesn't gain health per level.
New: Q: Spectral Payback Cost: 35 mana CD: 8 seconds Range: 450 Targeting Matrix: 90 degree cone Rhodes fires his spectral shotgun like a pistol, dealing between 10/20/30/40/50 (+4% Armor) (+4% MR) and 100/200/300/400/500 (+40% Armor) (+40% MR) magic damage to all enemies in a cone in front of himself. The amount of damage dealt is based on Rhodes missing health (+.1% damage per 1% missing health). Enemy champions damaged by Spectral Payback will gain The Spectral Mark. Flavor Text: Payback is just like my dog Suzy, if ya catch my drift. Note: It is impossible to deal the maximum damage amount, since that would require Rhodes to be missing 100% of his health.

Cost: 45 mana
CD: 1/2/3/4/5 charges, 12 15second recharge.
Range: 600
Targeting Matrix: Target Location
Rhodes summons one of his Hell Hounds at target location. The Hell Hound will attack enemies for 3 6 seconds before it disappears. Hell Hounds will prioritize enemy champions and will always attack a single target together if they can. Hell Hounds can by directed to attack targets with The Spectral Mark. Each Hell Hound deals 10% more damage for each other Hell Hound attacking the same target. Hell Hounds can't be targeted can only be targeted by Crossing The Waters. Rhodes, as well as any nearby ally champion, will be healed by 30% of the damage that the Hell Hound deals. Hell Hounds apply stacks of Soul Rending to their targets. Each stack lasts for 0.5 seconds. Enemies with 3 or more stacks will be stunned until they run out of stacks.
Every 5th Hell Hound summoned will be Suzy, whom is a lot faster then as the others.

New: E: Crossing The Waters Cost: 80 mana CD: 20 seconds Range: 300 Targeting Matrix: Target Unit Rhodes dashes 300 units past the targeted unit. In the process he'll form two perpendicular lines, using the targeting unit as the intersecting point. On line will follow the path of Rhodes' dash and the other is at a 90 degree angle from it. Both lines are 600 units long and 150 units wide. After a 1 second delay, water will explode out of the lines. Ally champions hit by the water will be healed by 80/130/180/230/280 (+45% AP) and have their MS increased by 40% for 2 seconds. Enemies hit by the water will take 40/75/110/145/180 (+65% AP) magic damage and have their MS reduced by 40% for 2 seconds. Half of the CD will be refunded if:
- Any of the 4 edges is touching the river; or
- The Target was an ally champion with a Contract.
New R: Soul Extension His old Q is now is Ult's active Cost: 100 mana CD: 90/75/60 seconds Range: 1250 Targeting Matrix: Skill Shot Passive: Ally champions can now upgrade their Basic Contract into a Specialized Contract/Greater Contract/Superior Contract at the shop. Active: Rhodes commands his soul to launch forward, causing a pair of ghostly hands to slowly move in the targeted direction. The hands will move past all enemies on the way, dealing 80/160/240 (+40% AP) magic damage. Once the ghostly hands reach their maximum distance, they will quickly return to Rhodes along with the first 2 enemy champions they hit during the return and knock aside all other enemies along the way. These 2 enemy champions will take another 100/200/300 (+50% AP) magic damage and apply a 30/35/40% slow that will last for 3 seconds. Rhodes cannot move while the ghostly hands are traveling. You can reactivate this ability at any time to command the ghostly hands to return early.
