Shi, the Shadow Princess

Shi [shee] may be born from Ionia, but she spends a lot of time serving the Shadow Isles as a type of bounty hunter, taking on tasks to fulfill the goals of the dead. Shi is fully human, fully alive, and fully ready for you to die! Do not be deceived by her beautiful and pretty appearance and her royal status because she is a real killer as her secret profession when in the dark.

Shi is a marksman and she uses throwing stars and daggers for her weapon, they both do different things, one is for a very high attack rate while the other is for utility purposes of debuffing her targets on-hit, being a new type of utility marksman in this way. She is a hybrid of a very immobile and very mobile marksman because her mobility is linked to planning and setting up ahead of time, no set-up = no mobility. So she can dip and dodge in and out of fights and be very elusive and hard to touch when while getting of her full damage potential when she properly sets up her area of control, but if you ever get the jump on her then she is very vulnerable because her mobility is not reactionary since it requires the pre-setup first.

Basic Attack Range: 525 units
Attack Speed: 0.690 +3% per level
Movement: 325 units per second

Shadow of Death (Passive): Range: Equal to Current Attack Range Shi can create a Shadow at her location if she stands still for 1.5 seconds lasting for 180 seconds.

Shi can right-click on a Shadow to vanish in a puff of smoke to its location, this action consumes Shi's basic attack. Cannot teleport to a Shadow if Shi cannot basic attack.

Stars and Daggers (Q): Toggle: 0.25 second; Star Cost: 10 Mana per basic attack
Passive: Shi deals 10/20/30/40/50(+40%AP) bonus physical damage on-hit. Throwing Stars and Throwing Daggers critical strikes do not deal increased damage, instead the amount thrown is doubled [5 throwing stars with Infinity Edge crits]. Every other throwing star and dagger applies on-hit effects.

THROWING STARS: Shi throws two stars every basic attack and gains 50/75/100/125/150 bonus range, each star does 55% damage.

THROWING DAGGERS: Shi throws a dagger every basic attack reducing her target's damage by 4/5/6/7/8% for 2 seconds, stacking up to 20/30/40/50/60%. Daggers deal 75% damage each.

From The Shadows (W): Cooldown: 30/26/22/18/14 seconds; Cost: 65 Mana; Range: 1200 units
Passive: Appearing from a Shadow or exiting brush causes Shi's basic attacks to not interrupt her movement and grants her 20/25/30/35/40% bonus attack speed for 3 seconds.

Active: Shi creates a Shadow at the target location that appears after a 3 seconds delay.

Blood Huntress (E): Cooldown: 15/13/11/9/7 seconds; Cost: 50 Mana; Range: 1600 units
Shi throws a shadow dagger in the target direction marking the first enemy struck for Internal Bleeding for 4 seconds. After 4 seconds, the target takes 20/30/40/50/60(+60%AD) true damage plus an additional 10/15/20/25/30(+10%AD)(+15%AP) physical damage for every allied champion basic attack, throwing star, and throwing dagger the target received, there is no limitation of how much bonus physical damage the target can take.

If an enemy directly dies from or during Internal Bleeding then the cooldown is refunded. If the target was an enemy champion or epic monster then Shi gains a surge of Blood Thirst for 5 seconds.

Blood Thirst initially heals Shi for 20% of her missing health and grants her 200% bonus movement speed which decays to 20% over the duration.

Deadly Fog (R): Cooldown: 40/30/20 seconds; Cost: 100 Mana; Range: 600 units
Shi creates a thick fog around her which remains at the location for the next 5 seconds acting as brush for Shi and her allies. Enemies in this fog have their armor and magic resistance reduced by 30/40/50% and become blinded.

UPDATE:
Stars and Daggers:
Daggers deals 75% damage from 100% each.

I accidentally read the title as "Shit, it's the Shadow Princess" for some reason, lawl.

Q is too broken, if Shi, builds rageblade, and botrk, than can be a 4x proc in 1 auto, add in runaan's and it's even more broken.

I think her q effects need to be switched, with the stars being the toggle on, also, the E on this concept is frightfully overloaded,

Theme and character: Love it, having that ninja vibe while being related to the shadow isles when it comes to lore. Even if I don't know if we need another marksman from the shadow isles, would have preferred if she had been an assassin especially because of the ninja theme. But since you have a kit in mind, you should stick to it.

Kit: I think that seriously needs some tuning. I know that she is meant as a late game hyper carry but even for that she has just too many upsides. Even if you are a hyper carry, you shouldn't be good at too many things. Jinx is a hyper carry and exceeds at team fights, while her dueling power is not really great. Vayne is a hyper carry who exceeds at dueling, but she isn't pretty good at team fighting. You get the idea.

Now look at your champion concept. It is a hyper carry with the best of both worlds. Because of the Q and on hit items, she will be pretty good at team fighting since she will naturally build Ruunans (because of the attack speed and even more on hit triggers), giving her pretty good aoe damage. But the same toggle Q gives her insane dueling power, because she is building attack speed anyway and she is able to reduce the damage on an enemy by 50% and just needs 2 seconds to do so....

Meanwhile she has escape mechanism on the same level as an assassin, utility for her whole team and her team fighting burst is the best in the game because of the E. You really should consider putting a max stacking on the E btw....

I think you should rethink the kit a bit. What should she be good at, what should her weaknesses be? After figuring that out you should adjust the kit so it does fit your vision. Right now I don't really see many downsides in that champion.

kay so i did this without telling you but i really like the concept and i kind of drew her out for you because I really like the concept... if you want i can show you it now (although i can't guarantee it will fit the image you imagined her to be)

I think that Shi's E and R should be switched around and the fog could have a smaller radius, other than that i think this is a very good concept.

I really like this concept just want a few clarifications. P: does it have a cd or is it refreshed after use? Q: do both the stars hit the same target? daggers look really scary and the total damage reduction seems high to me. W: looks really neat and can lead to some seriously funny plays. E:Just ouch i like it. R:Seems way too powerful for it's cooldown and what is the radius of the fog?
