Rough concept because I have no idea what to put for numbers, I'm just focused on lore, personality, and kit

Passive - Order in the Court

Every few seconds, Justine's next basic attack becomes melee, but deals additional magic damage and stuns the target for a brief period.

Q - Gavel's Judgement

Justine slams her Gavel in a target direction, slowing all enemies struck and dealing damage.

Gavel's Judgement can apply Order in the Court, dealing additional damage and stunning all enemies struck instead.

W - Overrule

Justine raises a barrier in a target direction for a brief period, reflecting the first projectile hit back the way that it came, dealing the same damage it would have done to all enemies hit.

E - (Toggle) Guilty / Not Guilty

Guilty: Justine deals damage over time to all nearby enemies.

Not Guilty: Justine grants all nearby allies increased health regeneration.

R - Grand Verdict

Justine calls down a large Gavel from the skies to render her verdict. The Gavel stays in place for a short duration, granting all allies in the area massively increased Damage and Movement Speed.

Lore

Residing over only the most important of trials in Runeterra, Justine must remain completely impartial and unbiased to anyone she is forced to call a verdict upon. Once sentenced, the accused are imprisoned in a high security facility in Mount Targon, with only 1 escapee known to exist. The escapee now hunts for revenge against Justine and her son, who both strive for balance and world order in Runeterra.
