I was following them on the PBE via surrender at 20, but honestly, It's disappointing that riot isn't using these as incentive to buy a champion, get good at that champion, then unlock chroma packs for that champions skins/base skin.

putting on cynical hat, popular champs will cost RP, those not so much mastery. And, maybe a few popular ones in mastery to quell the angrier parts of the community
