I was following them on the PBE via surrender at 20, but honestly, It's disappointing that riot isn't using these as incentive to buy a champion, get good at that champion, then unlock chroma packs for that champions skins/base skin.

It's not too late, and they haven't taken this off table. It might be where you can buy these, but they will also use them for Champion Mastery. Just because they are for sale doesn't mean they can't use them another way, too.
They've said the initial set is in RP, but they are open to other options in the future, so just give it some time.
I think this should apply to chromas for Victorious, Championship, and other legacy Skins
