Vlock, the Overseer of Runeterra
Vlock is a large hawk-based champion and male.
Vlock was born in Bilgewater and had to learn how to survive and thrive by any means necessary ever since he was very young when his parents were gruesomely murdered by a gang of bandits out in the countryside one summer.
Over the years Vlock learned how to sneak around and use his speed to swoop on in to steal bread from the local bakery and fish from the docks when the fishermen came back from their haul. This was fine and dandy if he just wanted to simply survive day by day, but he knew he had to do a whole lot more if he wanted to really thrive and prosper in this cruel world he was born into.
Vlock learned how to do simple blacksmith work in order to forge custom made and razor sharp metal claws to place on his own claws. He also trained hard everyday to build up both his speed and stamina, as well as accuracy with his claws for when he swoops in, to swiftly and deadly slay his target for then he can quickly rise the ranks and become the most feared by taking down all that oppose him! For he knew, if he can slay the mighty of the land, then everyone will get word of him and fear him, granting him whatever he pleased just by fear of his name alone...
So this is what he did, he took down the leaders of weaker gangs, and once those gangs no longer had a leader to look up to and seeing what Vlock has done, they ended up joining him and acknowledge him as their leader. He would get stronger and stronger with more and more minions that would follow him, not out of loyalty, but out of fear for their own lives and them wanting to simply survive in this world. He took over hideouts, loot, and treasure, but this is simply not enough and the bird wanted to spread his wings and gain even more power in the world! So he took to the sea, but first he needed to find a ship.
With the finest ship of all of Bilgewater and a large crew in hand, Vlock set sail to expand his domain. His crew always had the advantage against any pirate crew that tried to invade them since Vlock is not only a fierce leader, but one with wings, allowing him to not only be a threat on both land and sea, but from the skies above as well! Mercilessly killing each captain of every ship and expanding his fleet with multiple ships and crews, he reigns mightily with his name being known and feared among all of Runeterra at this point, even in the reaches of Shurima and Freljord.
"No land, sea or the skies above are save!" proclaims all. These are the words that Vlock hears from afar, all where he goes, and he loves every last word of it with his goals finally becoming true! Yet there is still a higher challenge yet to face and triumph, and that is defeating all of the champions of the world! With the taste of power, he must become even more powerful and gain more power and more fear of his name, he must prove not to everyone that he is the strongest and most terrifying, but he must prove it to himself for gaining the taste of power gets him to crave even more power!
Vlock is a leader and the executor. He is the guy that starts the fight, but lets his minions - own team - to do all of the dirty work first and watches the bloodshed break out for his own entertainment purposes. When the enemy team tries to escape... BAM! That is when Vlock swoops on in and finishes off the fleeing low health target!
Vlock may be a merciless killer, but he is not a coward or kills for game, he intentionally goes for the strongest members of the enemy team and is discouraged from picking on the weak guys. Vlock rarely gains normal gold values from champion takedowns, the higher the champion's total gold income is on the enemy team then he will get more than 100% of the normal kill or assist gold, but killing those with less total gold results in less than 100% of the normal kill or assist gold, with huge gains for killing the one with the highest income.

Twisted Treeline Rules = 2nd, 3rd, and 4th place gold values for the respective players on the 3-man team.
Leader Slayer (Passive):
Vlock only gains 100% of the gold value from kills or assists until at least one enemy champion has more than 1000 gold difference, above or below, from another enemy champion. After this point, Vlock's gold gains from kills or assists is 200% for their gold leader, 140% for 2nd place, 110% for 3rd place, 75% for 4th place, and 40% for 5th place.
Placements are marked above each champion based on medallion colour and number for Vlock.
Additionally, kills or assists on all takedowns refund 40% of his cooldowns; 70% if the target is in 3rd place or 100% if the target is in 1st or 2nd place.
Sharp Talons (Q):
Cooldown: 5 seconds; Range: 350 units
Active: Sharp Talons skill shot type changes based on Vlock's current movement speed and if he is currently moving.
Under 500 Movement: Ravages the area around him with his claws, dealing 60/90/120/150/180(+75%bAD)(+60%AP) physical damage.
Over 500 Movement: Brings his claws to swiftly converge to a point directly in front of him, dealing up to 50/90/130/170/210(+150%AD) physical damage based on the target's missing health. If the target was struck by the point of the converging claws, then they are dealt up to 100/180/260/340/420(+300%AD) physical damage based on their missing health.
Screech of Dominance (W):
Cooldown: 17 seconds; Range: 500 units
Active: Vlock screeches out with confidence and terror around him, fearing nearby enemies for 1.2/1.4/1.6/1.8/2 seconds.
Passive: Vlock is marked and known to every champion if he is the current gold leader for his team, enhancing Screech of Dominance. Being within 1000 gold will still grant him this title.
Screech of Dominance's fear duration is increased to 1.75/2/2.25/2.5/2.75 seconds, but while enemy champions are feared they received -10%, 0%, 15%, 30%, and 60% damage reduction based on their placement.
Howling Flight (E):
Cooldown: 20 seconds
Active: Vlock gains 100%(+10% per 100AP) total movement speed and 10/13/16/19/22%(+8% per 100AD)(+8% per 100AP) damage reduction for 3 seconds, permanently increasing the movement speed by +2/3/4/5/6% per takedown he has acquired.
Passive: Nearby enemy champions that reach below 40% health will refund Howling Flight's cooldown. Occurs once every 10 seconds.
Power Thirst (R):
Cooldown: 90 seconds
Passive: Champion takedowns restore 300/450/600(+150%AP), 150/225/300(+80%AP), 75/100/125(+40%AP), 50/70/90(+20%AP), or 30/40/50(+10%AP) health based on the placement of the target. Other takedowns restore 200/325/450(+100%AP) health.
Active: Vlock heals for 300/450/600(+100%AP) health and marks 1st and 2nd place for death for the next 3.5 seconds. His next basic attack against these targets deals 25/30/35%(+5% per 100AP) of their missing health as bonus true damage, but all other enemy champions are completely immune to his damage.
If the attack executes the target, then his next basic attack within 7 seconds deals 10/14/18%(+2% per 100AP) of target's missing health as bonus true damage. This can constantly loop.
