Bringing back old Stormrazor as a Greater Rune.

Why not bring this "One Free Crit" back as a greater rune.
Inspiration: ( It's in Inspiration as it's a rule-bend and would be a little too powerful in any other category. )
Stormcaller:
Every 2 - 0.5 seconds without attacking, ( Based on bonus attack speed. ) your next basic attack will crit for 5 - 25% ( based on level ) bonus adaptive damage. Crits deal 2% - 10% ( based on level ) more damage.
Adaptive Crit? Adaptive Crit meaning the basic attack will change to deal damage based on your most powerful power resource, not scale by it. If Ahri has 700 AP and 120 AD, the crit will deal 240 magic damage.
10% more crit damage?
This means being at 100% crit chance with
makes your crits do 225% damage.
This doesn't make crits deal 235% damage.
This makes crit deal 247.5% damage. Without IE, crits deal 220% damage.
Max damage this rune does by itself is 137.5% crit damage. ( 37.5% bonus damage. )

It counts as an on-hit effect for all other purposes besides the previously stated.
Damage is too high?
It really isn't, as the users can only reach the 247.5% ( 147.5% bonus damage. ) at level 18. I'm actually considering buffing the % increase. This is a hyperlate game rune.
Which champions would use it best?
Her Q and this passive means a crit every time this is up for both bounces. I think MF is the only one able to utilize this early.
Ezreal is not able to use crits due to his skillshot playstyle, so this rune; since it counts as on-hit for other purposes will allow him a more diverse variety in items.
For obvious reasons.
This can bring him more reason to use his E for damage rather than a chase / disengage spell.
For an offensive rune other than Aery, Sona can burst foes down in a single auto with this at full build with Lich.
A blast of magic damage with the true damage waves will hurt.
The ult will kill lategame with no exceptions.
