Unique - Immolate: Deals 6 - 23 (based on level) (+10% AP) magic damage to nearby enemies and 6 - 23 magic damage to those afar. Deals 100% bonus to minions and monsters. ( 500 range ).
Unique - Eternity: Restore mana equal to 15% of damage taken from and dealt to champions. Restore health equal to 20% of mana spent, up to 30 health per cast, while toggle abilities can heal for up to 15 per half-second.
In short, this is for the rapid mana consumers to not have to load up tear of the goddess in return for a less sustainable mid-game. For example, a champion who extremely benefits from this is Singed. The massive range boost to Immolate and constant health regeneration can keep him at the top of his game in return for the time he can keep his poison trail up.
Another handy usage for this item is Karthus, as then he can sustain longer and deal more damage to enemies around him.
In short, mostly AoE mana drain abilities benefit from this than any other champion. And I can imagine this built on some close-combat battlemages like Galio, or even diver lockdown supports like Tham Kench.
And maybe even some manaless champions can benefit from this in late game, ideally Rumble and even Shen because of the boosted DoT effect.
